Категории «вызов», «угроза», «опасность» и «риск» в теории экологической безопасности

Abstract

Целью исследования является систематизация базовых категорий понятийного аппарата теории экологической безопасности. В основу исследования положен комплексный, системный и сравнительный анализ научных трудов, раскрывающих сущность и содержание категорий «вызов», «угроза», «опасность» и «риск». В статье раскрывается содержание и сущность рассматриваемых категорий, выявлены их отличительные особенности, сформулированы авторские определения этих понятий в контексте обеспечения экологической безопасности страны. Разработана логическая последовательность соотношения понятий «вызов», «опасность», «угроза», «риск» в экологической сфере с учетом степени неопределенности причинно-следственной связи между фактом наличия опасности и реальным ущербом, причиненным объекту безопасности.

The aim of the study is to systematize the basic categories of the conceptual apparatus of the theory of environmental safety. The study is based on a comprehensive, systematic and comparative analysis of scholarly writings that reveal the essence and content of the categories of «challenge», «threat», «hazard» and «risk». The article discloses the content and essence of the categories under consideration, identifies their distinctive features, formulates the author's definitions of these concepts in the context of ensuring the country's environmental safety. A logical sequence of the relationship between the concepts of «challenge», «hazard», «threat», «risk» in the environmental sphere has been developed, taking into account the degree of uncertainty in the causal relationship between the fact of the presence of a hazard and the actual damage caused to the safety object.
