Единое таможенное регулирование в Евразийском экономическом союзе как инструмент обеспечения экономической безопасности

Abstract

Исследуются вопросы единого таможенного регулирования на таможенной территории Евразийского экономического союза (ЕАЭС, Союз). Отмечается важность использования единого таможенного регулирования в развитии евразийской интеграции и анализируется его практическое применение на территории ЕАЭС. Раскрываются особенности применения единого таможенного регулирования, включающего единое правовое управление в таможенной сфере и единый механизм его реализации. Доказывается роль единого таможенного регулирования в обеспечении экономической безопасности на таможенной территории ЕАЭС, выражающаяся в наполнении доходов бюджетов государств — членов Союза и в упорядочении внешнеторговых операций в целях увеличения роста товарооборота с третьими странами. Показываются перспективы и предлагаются рекомендации по развитию теоретических и практических основ единого таможенного регулирования на таможенной территории ЕАЭС.

The article examines the issues of unified customs regulation in the customs territory of the Eurasian Economic Union (EAEU). The importance of using unified customs regulation in the development of Eurasian integration is emphasized, and an analysis of its practical application in the EAEU customs territory is carried out. The peculiarities of the application of a unified customs regulation are disclosed, including unified legal administration in the customs sphere and a unified mechanism for its implementation. The role of unified customs regulation in ensuring economic security in the customs territory of the EAEU has been proven, which is manifested in filling the revenues of the budgets of the EAEU member states and in streamlining foreign trade operations in order to increase the growth of trade with third countries. Prospects are shown and recommendations are proposed for the development of theoretical and practical foundations of unified customs regulation in the EAEU customs territory.
