Теория ограничений как инструмент оперативного управления на промышленном предприятии

Abstract

Цель исследования заключается в поиске эффективных путей управления производственным предприятием на стыке теоретической и прикладной экономики. Авторами были определены следующие задачи: выделить проблемность вопросов аналитической экономики, раскрыть возможности белорусского реального сектора и российский опыт цифровизации экономики. Использованы такие теоретические методы исследования, как обобщение, сравнительный анализ. Современный менеджмент ориентирован на достижение устойчивого рыночного успеха, применяя большое разнообразие инструментов и методов эффективного управления. В последние годы внимание привлекает теория ограничений (ТОС) Э. Голдратта, которая относится к инструментам достижения выгод, росту производительности, снижению потерь. При этом реализация ТОС предъявляет особые требования к компетенциям специалистов в части когнитивного мышления и аналитических способностей. В этой части интересен опыт экспертов и специалистов российского центра статистических технологий (ЦСТ, г. Санкт-Петербург). Экономическая аналитика предполагает использование информационных технологий по программе цифровизации экономики предприятий. Авторы подчеркивают, что белорусские субъекты хозяйствования промышленного сектора реализуют программу цифровизации исходя из возможностей своего технологического уровня. Они ориентированы на развитие и экономический рост как предприятия, так и экономики в целом.

The objective of the study is to find effective ways to manage a manufacturing enterprise at the junction of theoretical and applied economics. The authors set the tasks to reveal the problematic issues of analytical economics, disclose the opportunities of the Belarusian real sector and the Russian experience of digitalization of the economy. Such theoretical research methods as generalization, comparative analysis are applied. Modern management focuses on achieving sustainable market success, applying a great variety of tools and methods of effective management. In recent years, attention has been drawn to the theory of constraints by E. Goldratt (TOC), which belongs to the tools for achieving benefits, increasing productivity, and reducing losses. At the same time, the implementation of TOC imposes special requirements on the competencies of specialists in terms of cognitive thinking and analytical abilities. In this part, the experience of experts and specialists of the Russian Center for Statistical Technologies (CST, St. Petersburg) is interesting. Economic analytics involves the use of information technologies under the program of digitalization of the enterprise economy. The authors emphasize that Belarusian business entities of the industrial sector are implementing the digitalization program relying on the opportunities of their technological level. They are targeted at the development and economic growth of both the enterprise and the economy as a whole.
