Обеспечение прав человека в условиях цифровой трансформации

Abstract

Рассматриваются вопросы развития системы прав человека в условиях цифровой трансформации и современного научно-технического прогресса. Отмечается, что в настоящее время происходит эволюция прав человека, особенностей их реализации, формирование новых. Затронута проблема соотношения правового и этического регулирования биомедицинских технологий. Предлагается законодательное закрепление прав человека в условиях развития биотехнологических технологий, в частности кибергизации. Анализируются симбиоз человека и техники, отвечающий потребностям современных людей, и разновидности подходов к киборгизации. Автором сформулировано собственное определение понятия «киборгизация». В статье обозначены трудности и перспективы киборгизации, выявляются риски, возникающие в ходе технологического прогресса, обнаружены актуальные проблемы и основные причины возникновения потребностей, которые формируют запрос на изменение тела человека.

The article examines the development of the human rights system in the context of digital transformation and modern scientific and technological progress. It is noted, that currently there is an evolution of human rights, the peculiarities of their application, the formation of new rights. The problem of correlation of legal and ethical regulation of biomedical technologies is touched upon. It is proposed to legislatively consolidate human rights in the context of the development of biotechnological technologies, in particular, cyberization. Analyzes the symbiosis of man and technology, which is associated with the needs of modern people, a variety of approaches to cyborgization. The author has formulated his own definition of the concept of «cyborgization». The article identifies the difficulties and prospects of cyborgization, identifies the risks, that arise in the course of technological progress, identifies topical problems and the main reasons for the emer¬gence of needs, that form a request to change the human body
