Таможенные пошлины и их роль в системе единого таможенного регулирования на таможенной территории ЕАЭС

Abstract

Исследуются таможенные пошлины и их роль в системе единого таможенного регулирования на таможенной территории ЕАЭС. Исследованы функции и структура таможенного тарифа, показана динамика его средневзвешенной ставки. Приведены и проанализированы объемы поступлений таможенных пошлин в бюджеты государств — членов ЕАЭС. На основе анализа научных трудов зарубежных и отечественных ученых о таможенных пошлинах и практики их применения сделан вывод о роли таможенных пошлин в регулировании внешнеторговых операций, в бюджетах государств — членов ЕАЭС и повышении конкурентоспособности товаров ЕАЭС. Доказана эффективность роли таможенных пошлин в осуществлении единого таможенного регулирования на таможенной территории ЕАЭС. Предложены рекомендации по усилению роли таможенных пошлин в современных условиях развития евразийской экономической интеграции.

The article examines customs duties and their role in the system of unified customs regulation on the customs territory of the EAEU. The functions and structure of the customs tariff are investigated, the dynamics of its weighted average rate is shown. The volumes of customs duties revenues to the budgets of the EAEU member states are presented and analyzed. Based on the analysis of the scientific works of foreign and domestic scientists on customs duties and the practice of their application, a conclusion about the role of customs duties in the regulation of foreign trade operations in the budgets of the EAEU member states and increasing the competitiveness of EAEU goods was made. The effectiveness of the role of customs duties in the implementation of unified customs regulation on the customs territory of the EAEU has been proven. Recommendations for strengthening the role of customs duties in the modern conditions of the development of Eurasian economic integration are proposed.
