Проблемы и перспективы развития ипотечного жилищного кредитования в Республике Беларусь

Abstract

Today dwelling problems are actual and topical in Belarus. Almost one fifth of the Belarusian population is engaged in this sphere. Together with the tendency of the income growth in Belarus there are a lot of prospects at the mortgage market. Belarusian banks take these tendencies into consideration and have already offered a great variety of mortgage credits. But for the further development of the mortgage market it is necessary to solve several problems. The first problem is a special law regulating the market. To create the law basis in Belarus some decrees and laws have already been accepted. So, the Law «About mortgage» forms the fundament for circulation one necessary security – a mortgage deed. The other problem is the deficit of long-term recourses at the financial market. This problem usually is solved by the means of the formation of the mortgage securities market. So, in order to solve this problem it is important to use the experience of such countries as the USA, England and organize the MBS and CDO markets. With the solving these problems Belarusian mortgage market will be highly advanced what can assist to settle the dwelling problem in Belarus.
