Vladimir Nikolaievich Shimov

Vladimir Nikolaevich Shimov has been the BSEU Rector since June 2002. He was born to a family of teachers in the Ukraine in 1948. In 1967 he entered M.V. Lomonosov Moscow State University.

After graduating from the University in 1972 he continued his education as a post-graduate student at the Council of Investigating Production Forces (CIPF) of the State Planning Board of the USSR. After finishing post-graduate courses he started his career at the Research Institute of Economics and Economic and Mathematic Methods of Planning (RIEMP) at the State Planning Board of the BSSR in Minsk.

In 1976 at the CIPF he had a Ph.D (Econ.) degree examination on the topic “Problems of methods of regional economic evaluation of natural resources”. In 1977 he was transferred to a Gomel RIEMP branch to get its vacancies filled with highly qualified scientific personnel; there he worked as a senior research assistant and head department.

From 1982 to 1989 he worked for Gomel Cooperative Institute of the Central Union where he performed duties of an associate professor, head of the chair, pro-rector in charge of educational and teaching process.

In 1988 at M.V. Lomonosov Moscow State University he had a Doctor habile (Econ.) degree examination on the topic “Regional economic effectiveness of public production’s measuring and planning (problems of methodology)”.

From 1989 he occupied the post of a deputy director on research at the Research Economic Institute (REI) of the State Planning Board of the BSSR.

In 1995 he was appointed first deputy of the Minister of Economy of the Republic of Belarus; from 1996 to 2002 he worked as the Minister of Economy of the Republic of Belarus.

In 2001-2002 he was a member of the Council of Ministers’ Presidium of the Republic of Belarus, in 1999-2002 – a member of the Union State of Russia and Belarus’ government.

V.N. Shimov is an expert in forecasting development of complex social and economic systems, regional economy, production effectiveness. He published more than 140 research papers, among them are the following monographs:

V.N. Shimov is also the editor-in-chief of the Republic of Belarus’ national atlas published in Minsk in 2003.

V.N. Shimov headed a number of projects and participated in working out a lot of Republican strategic programs, among them are as follows: “Program of the Republic of Belarus’ economy transition to market economic relations”; “Program of Belarus economy structural reconstruction”; “Main directions of Belarus social and economic development for the years of 1996-2000”; “Program of the Republic of Belarus’ social and economic development for the years of 2001-2005” etc.

V.N. Shimov is a staff member of the research-theoretic journal Belarusian Thought (1991), a founder and editor-in-chief of the research-practical journal Belarusian Economic Journal.
